OPLIN seeks EPL or EVPL leased lit fiber circuits to connect a minimum of 113 library locations with their main/central library, the State of Ohio Computer Center, or existing OARnet/vendor NNI. Further details about the bid request, Form 470 #260003263, will be posted here, including an FAQ response for bidders.

Questions are due in writing to branchcircuits@oplin.ohio.gov by November 15, 2025.

Please provide the physical location and circuit ID if available of the OARnet facilities referenced in the in the notes of the attached document on the A location for the first 93 locations.

For the first 93 locations, we request bids for point-to-point layer 2 circuits to connect the listed Z sites with any POP in Ohio where Brightspeed has a pre-existing NNI with OARnet. Based on my records, an acceptable OARnet/Brightspeed NNI would be CID: 65.KXFS.191928..UDOH at 1 Cascade Place, Akron Ohio.

Does the same OARnet note apply to the remaining 17 locations or are those required to be designed to the defined A locations in Celina, Eaton, and Xenia?

For the remaining 17 locations, the requested design is as listed: point-to-point circuits between the listed Z sites and the listed A site addresses in Celina, Eaton, and Xenia. 

For defined “A”  locations, will responses be considered with multiple 10Gbps-based circuits that total the requested bandwidth? Eaton Example- Three 10Gbps circuits and a 5Gbps circuit for a total of 35Gbps of available bandwidth.

Yes, OPLIN will consider proposals for multiple circuits adding up to the requested aggregate bandwidth at the listed A locations.
